I’ve seen it as Where’s Wally, but I’ve looked it up and it’s published as Where’s Waldo in the US and Canada, so to avoid confusion, I’ll go with that.

I think Jordan leary and a whole bunch of other creators live in Utah, but I think it the london eye but I can’t see how they even got there

Yep. I looked up on Google the London Eye and I recognized it right away from Phineas and Ferb. And, I did a major zoom on the pic, and it is Big Ben! He is definitely in London.
